To apply magnetic force on a charge, the charge should be in motion as magnetic force affects only moving charge while stationary charge is unaffected.
Magnetic force cannot change the magnitude of velocity of charge.
Magnetic force changes the direction of charge traveling through a magnetic field and attempts to move the charge in a circular path in the field.
Difference between Magnetic and Electric Field
