The electric field lines behave like a stretched string, which is always under tension and tries to reduce its length to come back to its original form.
For example. If there are two dissimilar charges and if their electric field line tries to reduce its length by pulling each other towards itself (as shown in figure) it means charges are exerting the force of attraction on each other. So in case of two dissimilar charges, they experience force of attraction.
